and says it has brand new tires and brakes all the way around oil change windshield wipers new fuel filter and fuel pump car runs great and is pretty quick has good straight body very little flaws no major dents or anything

Here's an answer that will make you scratch your head a little....
As far as the transmission..it's probably got a stuck modulator valve...not too hard to fix.
The price is fair but on the high side(being it's not a V8)
The car is common and easy to get parts for.
I like the 89 RS camaros big-time! ...........BUT................
I wouldn't give a red cent for the car because he changed the oil.
crazy?....Look at it like this.
If the car you are going to buy has dirty oil,it shows it has been driven.
If they change the oil,They could have something to hide.
Cracked heads or cracked block (antifreeze in oil) *bubbles on dipstick or a milky look.
Wear: you can feel grit in old oil(this is metal shavings)the more shavings,the worse the engine wear.
If you are prepared to dump some cash into it, it sounds like it would
be a good project.
