My car was impounded due to my inspection sticker showing as VOID. Apparently my sticker was voided a month and half prior to the tow when my windshield was changed, and the service provider did not bother to tell me he had voided the sticker. Is a voided sticker means for the city to tow and impound your vehicle, or does this normally require a ticket?

Depends on the individual officer and department policy. In some cities, it is a grounds for towing, in others it is not.
