Got rejected for crack in windshield for LA inspection sticker. I have passed for 2 yrs. Why reject now?

I have had this crack in my windshield for 2 yrs. now, it is not in my way of driving. Has the rules on windshield cracks changed. I would really like to know, because I can't afford to purchase a new windshield in 30 days.

You just got lucky before. The inspector this year is sticking more to the rules. It's not very expensive to get a windshield fixed.

If the crack is not in your line of site - can it be repaired? Contact a local glass company. They can tell you if they can repair the crack. When you repair a crack, it does not go away completely but it does get a little less and the repair keeps the crack from getting worse. The local glass company may also know if the repair is likely to pass inspection. It's much cheaper to repair a windshield then to replace it.
You've had 2 years to gather up the $195 or so to get it fixed, why is it still cracked?
